What is Annexation?
Annexation is the addition of property: in this case, Payette Lakes Recreational Water and Sewer District (PLRWSD) will add the City of McCall’s wastewater sewer service area.

How are sewer services currently handled in our area?

  • The McCall Area is currently served by two professional sewer agencies City of McCall Public Works Department and the Payette Lakes Recreational Water and Sewer District (PLRWSD). The City of McCall Public Works Department currently provides sewer collection, treatment, and disposal for 2,680 patrons whereas the Payette Lakes Recreational Water and Sewer District maintains sewer collection for 1,248 patrons. To date, the Payette Lakes Recreational Water and Sewer District has been utilizing the City of McCall’s treatment plant for treatment and disposal of their effluent.


What does it mean if I vote yes for annexation?

Operations and Ownership

  • All sewer services in the City of McCall will be operated by Payette Lakes Recreational Water and Sewer District (PLRWSD). Ownership of the sewer collection, treatment  and disposal facilities will be transferred to  PLRWSD.

  • City and PLRWSD customers will continue to receive quality service. More City sewer customers will now be able to vote as PLRSWD patrons in their elections.

  • Operational coordination between two independent local agencies will be streamlined into one agency.

Overall Cost

  • Financial projections show that in a consolidated model, rates would be lower.

Current City of McCall customers:

  • Expect PLRWSD to now manage the billing of sewer fees, which will be a tiered-rate structure based on square footage of residential living area.

  • Expect to see an increase in water rates and property taxes to make up for the shortfall after annexation.

  • Expect see an additional property tax of whether they service.

 

Current PLRWSD customers:

  • Expect to see no change to the sewer fee structure (square-footage based)

 

All customers:

  • to see all existing sewer debt shared among rate payers.

What does it mean if I vote no for annexation?

​

  • If the annexation approval doesn’t pass, the City of McCall and PLRWSD will continue to work towards a solution.

 

Operations and Ownership

  • No change to the ownership of the sewer collection, treatment or disposal facilities.

  • Two sewer agencies remain in the area.

  • City and PLRWSD will collaboratively work towards a joint powers agreement in order to permit the

  • wastewater treatment and reuse water disposal facilities.

  • All customers will continue to receive quality service.

  • The City would continue to share employment resources between water and sewer departments.

 

Overall Cost

  • Financial projections show that in an unconsolidated model, rates would be higher.

  • The overall project will be delayed which will likely cause increased costs.

  • City and PLRWSD fee structures will not change from the current.


What happens if annexation doesn’t pass with approval from the voters?

  • The question on how to handle wastewater disposal will remain and the City of McCall and Payette Lakes Recreational Water and Sewer District will need to continue to work towards a solution.

  • A delay in the process may very well add up to increased costs.

Will my rates change?

  • YES. Due to operational changes, bond needed for new IDEQ required Reuse Permit, pipeline installation and wastewater treatment plant upgrades, patrons should expect a change in sewer rates. As soon as accurate data is available it will be released to the public.

How will land use be affected if I vote Yes?

  •  Contiguous land attached to City of McCall would still be able to annex into the City with approval by

  • both entities.

  • Land that is not contiguous but in City of McCall’s impact area would be able to annex into the PLRSWD with consent by City of McCall.

  •  Expect both agencies to accept planning documents such as the McCall Area Comprehensive Plan and to

  • coordinate on land-use projects and capital improvement projects.

How will land use be affected if I vote No?

  • City of McCall would continue direct control of sewer as related to land use and growth.

  • PLRWSD would continue to control its own annexation boundaries.

  • The City has used sewer as a long-time planning tool that enables communities to, control growth patterns, incentivize annexation, increase economic development, and prevent sprawl development.
