What is the total amount of the bond?

A proposal for a $22.07 million bond would be part of the election questions.

What would the bond pay for?

The total bond will fund three main wastewater disposal system goals.  

 

  • $11.7 million dollars would fund necessary upgrades to the reuse water disposal system giving the required ability to implement the new Reuse Permit from Idaho Department of Environmental Quality (IDEQ). This permit is a necessity in continuing our disposal of effluent on farmer and rancher properties.

  • $3.3 million dollars would fund improvements to the wastewater treatment facility.

  • $7.07 million would finance the acquisition of the system assets and retirement and reallocation of existing debt.

  • Reuse water regulations are established by the
    IDEQ to regulate how entities can reuse treated
    water. IDEQ is requiring the City of McCall and
    Payette Lakes Recreational Water and Sewer
    District (PLRWSD) to obtain a reuse permit in
    order to continue operating a reuse water system.


     



What are the existing debts the bond would assume? 

The City of McCall's outstanding debts originate from 2004 and 2008 bonds.

  • 2004  bond was a refinance for wastewater improvements.

  • 2008  bond was wastewater system legal matter referred to as the Wausau Judgement

What is a bond? 

A bond is an obligation undertaken by local public entity to raise financing. In this case the wastewater bond would be financed by the Payette Lakes Recreational Water and Sewer District if annexation of the City of McCall sewer area passes with majority.
